After almost 20 years of competition in S-boats, the members of Seawanhaka Yacht Club decided they were outdated and that a new club boat was needed. The new class should incorporate a parachute spinnaker, genoa jib, longer overhangs and no running back stays, something like a baby 6-meter with modest cruising accommodations. The year was 1938.In the spring of 1939, the new 21s began to arrive.
